July 2-6

Domestic

On July 2 at approximately 6:58 p.m., Oregon State Police responded to assist the Lincoln County Sheriff's Office with a verbal domestic on Southwest Johnson Street in Depoe Bay. After arrival on scene, OSP interviewed both parties, and the suspect, Charles August Olson, 64, of Depoe Bay, was arrested by LCSO for an unrelated felony warrant.

 

Hit and Run

On July 2, OSP was requested by Lincoln County Sheriff's Office to assist in the investigation of a hit-and-run crash involving damage to a building at Sawyer's Landing on Yaquina Bay Road. The female driver of a black Crown Victoria was contacted by deputies at her home shortly after she struck the front of the building. A witness saw the vehicle leaving the scene after hearing a loud bang, and security camera footage showed the vehicle leaving the scene only seconds after hitting the building.

The driver admitted to the crash but claimed she planned to notify the property owners of the damage the next day. The driver exhibited many signs of impairment but claimed she only consumed alcohol after arriving home. The other residents of the trailer were interviewed but all gave conflicting accounts about the driver’s consumption of alcohol. Officers said the driver consented to and performed poorly on sobriety tests.

Stephanie Lee Moore-Bolton, 46, of Newport, was taken into custody and transported to Lincoln County Jail, where she consented to a breath test rendering a result of .11 percent blood alcohol content. She was lodged in jail on charges of DUII - Alcohol, Reckless Driving and Failure to Perform the Duties of a Driver - Property Damage.

 

On July 6, at approximately 5:59 p.m., OSP was dispatched to a single vehicle hit-and-run crash that had occurred about a half hour earlier on State Road 229 near milepost 1. Multiple witnesses reported a red Ford pickup with yellow writing on it struck a telephone pole and then drove away from the scene on a flat tire.

The vehicle was located at Chinook Bend RV Park, and the driver was contacted. The driver admitted to crashing into the pole and leaving the scene without reporting the crash. The driver claimed he crashed when an oncoming vehicle swerved into his lane. The witnesses reported no other vehicles were in the area at the time of the crash.

The driver, William Carl Kiipper, 75, of Lincoln City, was taken into custody and lodged in Lincoln County Jail on charges of Fail to Perform the Duties of a Driver - Property Damage and Reckless Driving.

 

Crash

On July 5, at 11:18 a.m., OSP was dispatched to a single-vehicle crash near the area of milepost 1 on Highway 229. It was reported the driver fled the scene of the crash in another vehicle. The description was obtained on the second vehicle and OSP located the vehicle shortly after the crash driving southbound on Highway 101 near milepost 121. OSP stopped the vehicle to investigate traffic crimes in relation to the crash.

The passenger of the vehicle matched the description of the driver that fled the scene on Highway 229. The subject gave a false name and date of birth and was later identified by a deputy with the Lincoln County Sheriff's Office. The subject failed to provide a driver license when requested and admitted to crashing the vehicle on Highway 229. The subject also had an active felony warrant issued by the Oregon Parole Board for a parole violation.

The subject was taken in custody and transported to Lincoln County Jail, where he was lodged on his warrant, Failure to Carry and Present License and False Info to a Peace Officer in Connection with a Warrant. The Lincoln County Sheriff's Office and Newport Police Department assisted OSP on scene.

 

On July 8, at approximately 5:15 p.m., OSP was dispatched to a single-vehicle crash with injury on Highway 20 near milepost 18. A red Toyota Corolla was westbound when it struck an unknown object in the roadway and blew out the front passenger side tire.

Roadway evidence, in the form of a heavy rubber burn made by the deflated front tire, showed where the vehicle made a sudden departure from the roadway at a steep angle into the westbound guardrail. The car rebounded across the westbound lane and came to an uncontrolled rest fully blocking the eastbound lane.

A female passenger was transported by ambulance to Pacific Communities Hospital for complaint of pain. The driver was not injured.

During the crash investigation, a clean-cut, six inch slit was found in the front passenger side tire tread. The vehicle sustained heavy front-end damage and was towed from the scene by AA Rowley's Towing. ODOT was notified of the guardrail damage. The driver, Jose Augusto Mendoza Perez, 20, of Newport, was cited for No Operator's License and No Insurance.

 

Controlled substance

On July 6, at 8:09 a.m., OSP was dispatched to a single-vehicle crash near the area of milepost 12 on Highway 229. OSP arrived on scene and observed a vehicle pulled off on the northbound shoulder near a Forest Service road.

The officer contacted the driver of the vehicle, who admitted to recent methamphetamine and marijuana use. The driver consented to, and performed poorly on field sobriety tests. The driver was taken into custody and transported to Lincoln County Jail where a breath rendered a result of 0.00 percent blood alcohol content. A drug recognition evaluation specialist arrived at the jail and performed an evaluation. At the end of the evaluation, it was concluded the subject was under the influence of a stimulant and cannabis.

Driver Jeremy Daniel Noland, 42, of Waldport, was cited and released for the crime of DUII-Controlled Substance.

 

Driving while suspended

On July 6, at approximately 5:57 p.m., a traffic stop was initiated on State Road 18 near milepost 11 after a red 2015 Mazda 5 was observed traveling eastbound at 70 mph in a posted 55 mph zone. During the stop, the driver stated his license was suspended.

A check of his driver’s license and wants status showed that the operator had two outstanding misdemeanor warrants from Clackamas County. One of the warrants was a no-bail warrant issued for a probation violation from an original charge of DUII. The second warrant listed a $20,000 bail, and was issued for a probation violation for an original charge of DWS-misdemeanor. The driver’s current license status was also listed as violation level suspended.

The warrants were telephonically confirmed, and the driver was taken into custody without incident. There were two minor child passengers in the vehicle. The grandmother of the minors was able to respond to the scene and pick up the vehicle and the two children.

The driver, Peter David Prehn, 36, of Gladstone, was transported to the Lincoln County Jail, where he was lodged on the two warrants. He was also issued violation citations for Violation of the Basic Speed Rule, and DWS-Violation.

 

One legal crab out of 108

On July 6, at approximately 11:45 p.m., an adult male and his juvenile son were contacted walking off of a Newport pier with their crabbing gear and cooler. The adult male consented to allow inspection of the crab inside the cooler.

Upon inspection, the cooler was filled to the top with undersized male and female Dungeness crab. In total, 108 Dungeness crab and 19 red rock crab were contained inside the cooler. Of the 108 Dungeness crab, 40 were female, 67 were undersized males and one was a legal sized male Dungeness crab. Neither subject possessed a shellfish license.

All 108 Dungeness crab and 19 red rock crab were returned to the bay unharmed. The subjects crab traps were seized as evidence. Marguess H, Dereas, 50, of Salem, was cited.
